The ISEDC emphasises the pursuit of sustainable development and management of energy resources with the aim of contributing to the general efforts towards ensuring long-term sustainable and environmentally responsible supply of energy. The activities of the centre address the needs, priorities and strategies of developing and developed countries alike, through a multi-disciplinary approach involving the technical, economical, environmental, social and cultural aspects of energy use, conversion and applications.

Presently focused on the installation of multifunctional energy technology complexes.
The goals of such projects are:
- technical support in elaboration of task agreements in energy efficiency improvement among federal entities and industrial enterprises
- facilitating the implementation of projects introducing efficient technologies and programmes
- development of integrated mechanisms of financing investments in energy efficiency
